Luis was a Venezuelan man in Portland when Border Patrol agents conducted a "targeted vehicle stop." Luis had entered the U.S. in 2022 and had a final order of removal, but had applied for a U visa. He was working as a rideshare driver when agents began following him.

Yorlenys was a Venezuelan woman who was with Luis Moncada during the Border Patrol shooting in Portland. She had entered the U.S. in 2023 and was simply in the wrong place at the wrong time.

Silverio was an undocumented Mexican immigrant from Irimbo, MichoacĂĄn, and had lived in Chicago for nearly twenty years. He lived with his girlfriend, her 13-year old daughter, and his two sons, aged 3 and 7, and was working as a line cook at the time of his death. Villegas GonzĂĄlez had no criminal record, but in an official statement, Department of Homeland Security (DHS) claimed that he had "a history of reckless driving." An investigation into his record found four traffic violations between 2010 and 2019.
ICE agents were conducting a targeted traffic stop in Franklin Park, where Villegas GonzĂĄlez reportedly resisted arrest and attempted to flee. DHS claimed Gonzalez seriously injured an ICE agent, prompting another agent to fire at Villegas. However, bodycam footage showed ICE agent describing his injuries as "nothing major," contradicting the official narrative.

On the morning of October 4, 2025, Marimar Martinez, a 30-year-old U.S. citizen and school teacher, was driving in her neighborhood of Brighton Park, Chicago when she observed federal immigration agents patrolling the area. She followed them in her car while honking her horn and shouting "la migra." DHS initially referred to Martinez and her co-defendant as "domestic terrorists" who had "ambushed" Border Patrol vehicle.
Later investigations revealed no evidence of the "ambush" claims, and bodycam footage contradicted the official narrative. Martinez was simply observing and documenting federal agents' activities.

Ruben Ray Martinez was a 23-year-old American citizen who was shot and killed by a Customs and Border Protection agent in San Antonio, Texas, on March 15, 2025. He was helping local police direct traffic at the scene of an auto accident when federal agents opened fire on him multiple times.
Video evidence contradicted DHS claims that Martinez "accelerated" and "intentionally ran over" another agent. Records showed no indictment was filed, and a grand jury rejected charges against the federal officer.
